Port Captain
General Description of Responsibilities:
Oversees the operation and maintenance of the U.S. Army vessels assigned to USAKA. In charge of the training program for the department, maintains safety files and performs accident investigations, and ensures that onboard safety equipment is maintained on all vessels. Develops the standard ferry schedules for both Ebeye and Roi, the weekly watercraft schedule and approves the daily vessel and crew assignments. Reviews disciplinary issues and warning reports, and coordinates and reviews annual performance reviews. He /she conducts vessel inspections and provides SeeSOR data and inspections. Develops mission support plans and ensures that crews are briefed on missions and duties. Must be qualified as Pilot for the Port of Kwajalein and will direct and coordinate the movement and docking of visiting ships. He will oversee the port operations including stevedoring, line handling and emergency response. He will be in charge of the Oil Spill response team “CHARLIE”. He/she may be assigned to vessels as captain or mate as needed. Reports directly to the Marine Manager for orders, guidance, training and duties. Performs assigned systems tasks/efforts to include government directed work schemes under general direction.
Specific Responsibilities:
Develops standard, weekly and daily vessel schedules using transportation forms 1050’s and 1051’s.
Assists the Marine Manager in daily operations and processes of the department.
Conducts on-the-job training of vessel captains, as required.
Assists the Port Engineer in developing an effective preventive maintenance program.
E. In charge of the departmental training program to include training goals, class requirements, training schedules, TDY funds, and local training.
Ensures that every vessel mission is briefed and that crews know the plan and expected tasks.
As Pilot he will know the passes, the lagoon and docks. He will assist visiting ships with local knowledge; tug assist coordination and navigation and docking instructions.
He will oversee the entire Port Operations to include vessel berthing assignments, stevedore operations, vessel clearances, passenger issues and safety, and establishes procedures for fueling, cargo handling and passenger guidelines.
He/she will maintain the department safety records, supervising the investigation of all accidents, near misses and safety concerns.
He/she will assist in the disciplinary system to include review of warning sheets, investigate complaints of violations of company and government rules and regulations and make reports to the Manager, Marine Operations.
He/she will coordinate with other departments on marine issues and range mission requirements.
When the Marine Manager is off island he/she will perform the duties of the Manager.
Performs general vessel inspections and SeeSOR inspections.
Performs other duties as assigned.
WORK CONDITIONS:
Work is performed at Kwajalein normally an 8 hour day inport and at sea, on board the assigned vessels. Work may be in excess of 8 hours when needed.
AUTHORITIES AND LIMITATIONS ON AUTHORITY:
Works under the supervision of the Manager, Marine Operations with the authority to accomplish the duties described herein in accordance with Corporate Procedures, Standard Operating Procedures, U.S. Coast Guard and applicable U.S. Army regulatory requirements.
JOB REQUIREMENTS (Education, Experience, & Professional Association):
Mandatory
Requires high school diploma or equivalent.
U.S. Coast Guard 1600T Master’s license with all applicable STCW endorsements for international waters for 1600T vessel. Pilotage for Kwajalein waters of the RMI.
Preferred
U.S. Coast Guard Unlimited Tonnage Master’s license with all applicable STCW endorsements for international waters for Unlimited Tonnage vessels.
2. Character and background to obtain a secrete security clearance.
